I am 17 years old, is there ANY legal way that I can get a new firearm licence?

My understanding is that you have to be 21 to obtain a competency certificate in terms of the Act. There is however an exception.

From the Firearms Control Act of 2000:

"CHAPTER 5 COMPETENCY CERTIFICATES (ss 9-10)
9 Application for competency certificate

(5) (a) Despite subsection (2) (a), the Registrar may allow a person under the age of 21 years to apply for a competency certificate if there are compelling reasons which require the person to obtain a competency certificate or licence to possess a firearm."

Based on the CFR's reluctant to grant a license to anyone in the general public, including those who meet the varied criteria, I think that it is going to require a seriously motivated application to meet their "compelling reasons".

Being the sole provider to a family of dependants, on a remote farm where there is a history of violent attack might work!
